Urssaf Caisse nationale, which oversees the collection and redistribution of contributions necessary to finance the French social security system, operates under the supervision of the Ministry of Public Accounts and the Ministry of Solidarity and Health.

My role:

To provide methodological support for the new Agile organization of the RénovEA project within Urssaf’s IT department, and to establish the first Scrum team by training team members for the migration from the existing system to a revamped application.

Acted as Scrum Master.
Set up an Agile unit to structure the new Agile organization and standardize rituals, processes, and governance bodies.
Created a dedicated governance framework, a development iteration schedule, and a transition plan from the Waterfall model (V-cycle) to Scrum.
Supported Product Ownership.
Established a Product community of practice (2 Product Owners, 2 Business Analysts, and 4 functional analysts) to harmonize methodologies.

Achievements:
Created a complete program organizational chart, a detailed planning document, and a fully operational Scrum team in under 6 weeks.
Restarted development after a 6-month halt.

The Agence du Service Civique is a public interest group (GIP) created in 2010 to oversee the implementation of the French national civic service
program for youth.
My role:

Methodologically support the newly created Digital Product Department and act as a bridge with the IT Department for data projects.
Act as the first Product Owner.
Establish and standardize Agile rituals to shift from a project to a product culture. Design Thinking workshops to combat meeting fatigue and identify preferred collaboration tools. Creation of an operational guide with best practices tailored to the team and agency needs.
Built a shared governance tracker with the IT department to facilitate information flow and backlog task tracking between teams.
Structured the Product roadmap.
One-on-one coaching of 4 Product Owners and 1 UX Designer to clarify scope, prioritize backlog, and align with business goals.
Cross-team coordination to manage dependencies with a governance framework for three core products: Website, Contract Management Tool, and Accreditation Management Tool.
Data strategy and governance:
Conducted a functional audit of the existing data strategy and assessed business needs to identify strategic priorities and define an 18-month data roadmap.
Achievements:
Reduced project planning time by 30% through implementation of clear rules (meeting time limits, agendas and mandatory notes, structured request processes, RACI documents shared with tech providers).
Improved inter-team synchronization, cutting dependency-related bug tickets by 50%.
